Role of Government in Capitalism

Free market capitalism is a system of  economics  that minimizes government intervention and maximizes the role of the  market. A free market economy is based on supply and demand with little or no government control. A completely free market is an idealized form of a market economy where buyers and sellers are allowed to transact freely (i. e. buy/sell/trade) based on a mutual agreement on price without state intervention in the form of taxes, subsidies or regulation. Government  regulations, trade barriers, and labor laws are generally thought to distort the market.In practice, no country or jurisdiction has a completely free market. How Much Government is needed in the free capitalism arena? Should we expand our faith in free market capitalism, or do we need government intervention in each and every aspect of business economy? The role of government just considered is to do something that the market cannot do for itself, namely, to determine, arbitrate, and enforce the rul es of the game. Railroads, Parks, Highways are an excellent example. A good society requires that its members agree on the general conditions that will govern relations among them.The basic roles of government in a free society is to provide a means whereby we can modify the rules, to mediate differences among us on the meaning of the rules, and to enforce compliance with the rules. According to Adam Smith, self-interest (not selfishness), property rights and division of labor are three important interrelated pillars of economic growth. Some of the market values include the below and the failure can happen if we miss any of the below qualities. * Discipline * Honesty and trustworthiness * Tolerance * Cooperation * Courtesy * Enterprise * Responsibility Market failure occurs due to many reasons.Some of those reasons are: * Monopoly power * When producers do not fully bear total costs of products or are unable to capture all benefits of producing products. * When there is a common pro perty resource. Common property is nobody's property, hence the property is misused. * Lack of information, misinformation or asymmetry of information. * Risk and/or uncertainty * Economic Bubbles * Environmental Pollution. * Exploitation of Workers. * Unsafe and Ineffective Products. * Corporate Fraud and Theft. * Neglect of Public Goods. * Neglect of Social and Public Investments. * Hidden Information. * Inability to Plan. Boom and Bust Cycles. * Lack of Markets. * Poverty and Economic Inequality. * Lack of Opportunity and Economic Mobility. There are a host of other areas where free markets will not work efficiently and promote public welfare without some government intervention. For example, areas of product safety, workplace safety, airwaves allocation, oil and gas exploration. Therefore government intervention is essential for the working of free and competitive markets. Role of a government in a market economy should: * Provide a legal system to make and enforce laws and to p rotect private property rights. Provide public goods that individuals or private businesses would not provide. * Correct market failures such as external costs and economic slowdown (unemployment) * Maintain competition by regulating monopolies * Stabilize the economy by reducing unemployment and inflation and promoting economic growth. We can give two great examples where government intervention is needed 2001 dot. com bubble and subprime mortgage crisis. For 2001 . com bubble, government has to step in and put some regulations in the market to curb the crisis. In late 2008 US financial markets seemed near collapse.The financial community’s near collapse had been most directly ignited by the subprime mortgage crisis; a situation in which the nation’s housing bubble burst and millions of Americans were no longer able to pay their home mortgages. Lending had essentially frozen. A great name in banking, Lehman Brothers, went bankrupt while Wall Street powers Bear Stearns and Merrill Lynch, facing failure, were sold. One estimate is that the total Federal Reserve aid package, at its peak, reached $3. 3 trillion. Through its Troubled Asset Relief Program (TARP) and other initiatives, the government assisted companies considered â€Å"too big to fail. The government undertook various stimulative measures including tax breaks, bond sales, and direct injections of federal money to prop up the badly faltering economy. In a centerpiece of the stimulus effort, about $800 billion was spent on such projects as road construction, extension of unemployment benefits, help to states in meeting Medicaid costs, and high-speed rail transportation. National unemployment was in the 10 percent range, and the government decided to use all of its powers to quickly build jobs and otherwise rescue the economy to avert a total crash.Some of the government programs might put the country in more and more debt situation and for example cash for first-time homeowners, cash fo r clunkers, payroll tax reductions a year at a time, Obama Care, subsidies for electric vehicles, cash for investments in green energy, taxes on medical devices, a Fed that now is not just managing inflation, but also trying to improve the economy through artificially low interest rates over a very long period of time and a major increase in new regulations.All of these interventions have impacts on the costs of products and services, prices of those products and services. Even biggest democratic countries like India are planning to privatize lot of government sectors for example trash, transportation. The government currently ties a noose around the neck of the free market in a multitude of ways. It has rules and regulations, favors to special interest groups, currency debasement by inflating the money supply etc. , All these things disrupt the free market.There is no doubt that government alone cannot make an economy work for the betterment of all its citizens. It does need to par tner with a  progressive  private sector to make that happen. Limited government and show the presence wherever needed, makes government the strongest ally in the business world and we can create a better business together. Becoming A Social Worker Sindy Griffin Rasmussen College Author Note This research is being submitted on June 10, 2011, For Ian Provo HS100/HUS1001 sec01 Introduction to Human Services at Rasmussen College by Sindy Griffin Growing up in the 1970’s where there were limited resources, and having an abusive father was very difficult for my mother and us four children. Having such difficult times as a child though no fault of my mothers and then being married to an abusive husband for 18 years myself, has given me the strength and desire to become a Human Service Worker. Becoming a Caseworker will be fulfilling a lifelong dream to help those in need no matter the crisis they may be seeking to cure. In realization becoming a Caseworker has many responsibilities. Some of the main responsibilities include:† Verifying information through interviews, applications, and applying regulations and memoranda to provide income to individuals and families. † (US Department of Labor, 2010-11). Optimizing client functioning by providing quality services in an efficient and effective manner to people with complex needs. Being a caseworker requires a strong foundation of training, values, knowledge, theory and skills. Clients who have been identified as in need as the result of an outreach or referral service can be assisted by a caseworker, which must then conduct face-to-face assessments of the client’s strengths and weaknesses, as to conduct research for financial and or institutional recourses that may be available for the client’s individual needs. Many resources may be used in this process to insure the client receives some if not all the requested needs. Some of the responsibilities are as follows: In a case where a client came to me and requested assistance to escape from an abusive husband, I would assist her first by analyzing her situation to properly resolve her immediate needs, such as shelter, food, clothing and etc. We would then progress to other needs such as legal, emotional and psychological support. Researching outside sources would become the most of priority to give the client the help she is requesting. We will also have many clients come forth with substance abuse problems as well. Again we must analyze his or her situation to determine what resources are available for the client. Whether it be simple counseling or a rehab center. We must then try talking to the client about what they think the best treatment plan would be for themselves to overcome their addiction. These situations have to be handled gently as not to scare the client away. Developing a relationship to the client is very important in this situation. Once this has been accomplished the client will be more acceptable to change and be prepared to move on to outside agencies or support groups to assist with their addiction. A Caseworker must also meet the required education standards which are as follows: â€Å"The social work case manager shall have a baccalaureate or graduation degree from a social work program accredited by the council on social work education. † (Workers, International Federation of Social) A social worker must also use professional skills for all clients they attempt to assist, while keeping the information confidential. They must also be knowledgeable as to the resources that are available to the client, as well as knowing the cost of such resources. The caseworker should be sure they can handle the caseload they attempt to assist as to not leave anyone out. Being very committed to our job is one of the main keys to being a successful caseworker. A Caseworker will also experience many challenges along the way. These challenges will have to be handled with a smile and lots of patients as to not let the client see that you may be distressed. Although there are many challenges we will face along the way, one of the main ones is the case overload. Many caseworkers today have an over abundance of cases at one time. This problem causes the paperwork process to be slow and seem as though we are not doing our job, causing the client to become frustrated and feel as if they are not getting your full attention. Being able to communicate with the client should be of utmost importance as well as assuring them that you will in fact complete their case as soon as possible. There are also many stress outlets that come along with our profession as well. We may face this on a daily basis as well. One of the most common in our field is rude clients and emotional attachment. The loyalty of a caseworker is often in the middle of a conflicting interest. † (Workers, International Federation of Social) Meaning that as we do our jobs as caseworkers, we may also come across situations that we have encountered ourselves as a non-caseworker and actually experience some sort of favoritism to the case at hand, in turn we this could cause a conflict with the interest of your remaining clients. Caseworkers must re member the urgency of all of their cases not just the ones that mean the most to them. Clients that become rude may only be acting in this manner because they feel as if they are being ignored and that they will not receive the proper assistance as quickly as they anticipated. This type of action may cause undue stress on the caseworker to complete their case. We must be able to some how assure the client we are working on their case as quickly as possible and they will be contacted as soon as it is complete. Handling stress that comes with being a caseworker can be quite challenging in itself. One of the first things I may try and do is try and remind myself of the reasons I chose to become a caseworker. Though our jobs may be stressful in many ways we have to remember the desire we had or have to help those in need. We may also learn that just simple things like taking a walk or stopping and making a phone call to a friend or colleague can reduce the amount of negative energy we may be experiencing. Co-workers can be great stress relievers as they too experience the stress that is closely related to what you may be feeling at that time, after all we are here to help one another not only help the client in need, but those who work closest to us as well. The reason I have chosen to become a Social Worker is that I have a strong desire to help those in need. No matter what their issue may be. I believe there is help out there for everyone. I want to be part of the reason some of the ones that are struggling in this world today will be able to find hope and succeed in their lives. Although my job will come with many challenges, requirements, and responsibilities, it will not let me forget the reward I will feel in my heart that someone somewhere is beginning a new life because we stopped long enough to let them no that they could. Just as â€Å"Jane Addams, who is considered the mother of all social workers said: Civilization is a method of living, an attitude of equal respect for all men. She is known for being one of the most famous social workers of all times, using her training and education to do only good. † (Article Pros , n/d) . I too hope I can be one of the greatest Social Workers of all times. Conclusion Although there are many responsibilities and requirements in the caseworker field of employment, and the job consists of lots of commitment and research to assist clients with their psychological and physical needs. Case Workers must understand the complexity of all cases they have, as well as knowing who and where they need to refer the client to for their specific needs. Keeping in consideration the Caseworker poses so many challenges, stress and stress outlets, We as Caseworkers must remember that we are here to help those in need. They are like harmless children waiting to be saved from the world. Overcoming the many challenges and stressful situations is what we have been waiting to do our entire lives. We just have to remember the compassion and desire to be a Caseworker is instilled in us and we should never forget its value to the client in need or ourselves. By doing all these things we can make a difference in the world one case at a time. Becoming a Caseworker is my life long dream. Being able to help those in need will give me the fulfillment in my life I have been missing for so many years. Just waking in the morning and knowing that I could possibly save someone’s life or even just give them a sense of belonging makes all the esponsibilities, requirements, challenges, stress and commitment worth the effort. These exploits are broadly categorized on their similarities by (Preuveneers, Berbers Bhatti, 2008) as follows: Environment variables: Information that does not change across executions of a program is encapsulated by such variables. Buffer Overflows: A memory stack is overflowed which leads the program to execute the data after the last address in the stack, generally an attacker gets the full control of the system when an executable program builds a root or command line shell. Operational Misuse: Operating a system in a non-secure mode. Data as Instructions or Script Injections: due to improper input checking, scripting languages include information with executable code which is then executed by the system. Default Settings: If default software settings require user intervention to secure them they may encounter a risk. Programmer Backdoors: The developers of the software leave the unauthorized access paths for easy access. Numeric Overflows:Giving a lesser or greater value than estimated. Race Conditions:Sending a string of data before another is executed. Network Exposures: It is assumed that when messages are sent to a server adequately, clients will check that. Information Exposure: Sensitive information is exposed to unauthorized users which can be used to compromise data or systems. Possible Attacks According to the authors (Preuveneers, Berbers Bhatti, 2008), (Felderer, Bà ¼chler, Johns, Brucker, Breu Pretschner, 2016) and (AL-Ghamdi, 2013), secure software should achieve security requirements such as reliability, resiliency, and recoverability. Then they describe various possible attacks such as: Information Disclosure Attacks: To disclose sensitive or useful data, applications can often be forced. Attacks in this class include directory indexing attacks, path traversal attacks and determination of whether the application resources are allocated from a conventional and accessible location. System Dependency Attacks: By observing the environment of use of the targeted application, vital system resources can be recognized. Attacks of this type include LDAP injection, OS commanding, SQL injection, SSI injection, format strings, large strings, command injection, escape characters, and special/problematic character sets. Authentication/Authorization Attacks: These attacks includes both dictionary attacks and common account/password strings and credentials, exploiting key materials in memory and at component boundaries , insufficient and poorly implemented protection and recovery of passwords. Logic/Implementation (business model) Attacks: For an attacker, the hardest attacks to apply are often the most gainful. These include checking for faulty process validation, broadcast temporary files for sensitive information, attempts to mall-treatment internal functionality to uncover secrets and cause insecure behavior and testing the applications ability to be remote-controlled. Vulnerability scanning testing To find software security risks, vulnerability testing is used which includes testing space scanning and known defects scanning. Today, attacks such as Cross-Site Scripting and SQL injection are very common and new vulnerabilities are still being discovered. Basically, security testing can be divided into security vulnerability testing and security functional testing. To ensure whether software security functions are implemented correctly and consistent with security requirements, security functional testing is used. Whereas to discover security vulnerabilities as an attacker, security vulnerability testing is used. Risk-based security testing is useful when a complex system requires numerous tests for adequate coverage in limited time. Recommendation To build a secure system, security testing is used however it has been overlooked for a long time. Protection and security have been given prime significance in todays world, therefore in programming applications, it is highly recommended to look forward for information and operations security which demands critical consideration but it is rather ignored. There is still nothing like 100% security. The old way of doing things and traditional methods must change and new methods should be applied in practice if one wants to ship secure code with confidence. Conclusion The literature review was done taking 8 articles addressing the topic Significance of Security Testing. This report analyses the definition, classification, importance and approaches to software security testing. Classification of vulnerabilities and flaws were identified and what could be the reason behind occurrence of these vulnerabilities were discussed. The study also highlighted the various approaches like the functional and risk-based security testing and various methods in detail to tackle the flaws and errors detected in the system. These methods and techniques helps the system in various aspects like to advance the capability to produce protected and safe software, more cost-effective management of vulnerabilities and measure progress.
